Abstract

This study focuses on the digital transformation of Japan's international exchanges, which primarily aim to enhance public diplomacy in promoting quality education and lifelong learning. It aims to assess the utilization of international exchanges and online learning platforms to support the continuing professional learning and development (CPLD) of teacher education in Southeast Asia. This study employs a qualitative content analysis of Japan's official documents as the research method. The findings reveal that Japan's international education cooperation is designed to support the fourth Sustainable Development Goal (SDG4). This study suggests that Japan can strengthen its international exchange programs with the Association of Southeast Asian Nations (ASEAN) countries in ASEAN's teacher education by providing online classes, such as Massive Open Online Courses (MOOCs) and online or hybrid-mode international exchanges. This study also offers recommendations for ASEAN teachers' education by reflecting on the Japanese model of international exchange and exploring further international cooperation.
